根據國際民航組織（ICAO）統計，全球各種飛行事故或事故徵候的主要原因中，約70%與通話不暢通有關，特別是特殊情況下的無線電通話。為此ICAO頒發了《ICAO語言熟練要求執行手冊》（DOC9835/AN453），並在附件1、2、6、11等有關條款中要求從事國際執行的飛行員與管制員達到相應的英語語言標準。
